Yes. The series was designed so that people who got to their epics after SF launched wouldn't be up against trying to get raids after the cap was raised.

Head out to Quel'ule.

To get there, head to the Launch Pad and take the Temporal Guide to Toxxulia Forest. When you get there, hail the Temporal pathfinder and go to Stonebrunt Highlands. Once in the zone, speak with the Temporal Pathfinder and select Moonfield Hamlet, then take the Temporal Guide at 25.32, 380.16, 1283.37 and select Quel'ule.

After arriving at Quel'ule, run to -438.55, 379.71, 654.17 and speak with Lama Mukhlisah.
Now you need to collect items. They can be found in the following locations.

Slitherstrike Mambas: Some around 170.80, 368.69, 1010.20 . This is a rare update.
Stonebrunt Scintillas: Loads around 170.80, 368.69, 1010.20
Aglthin pondweed: At Aglithin Pond, -60.29, 369.34, 929.05 . It's in the water.

Once done, use the temporal guide at 25.32, 380.16, 1283.37 (this is the Moonfield Hamlet guide) and head to the Mausoleum of Scholars. From there, head to 551.12, 232.97, -96.55 and hail Lama Mukhlisah. After the scholar has spoken, hail her once more.
Now you need to head into the Library of Erudin. Take the temporal guide from the Mausoleum to the Deepwater Pavilion and then the Marred Plateau, and the temporal pathfinder to the Library of Erudin.
The update is a clicky book at -261.15, -1.08, 13.22 . This is at the top of the bookcase stairs. The book has been reported to move, so it may be on any of the tables at the top of those stairs.
Use the temporal guide to head back to Quel'ule and speak with Lama Mukhlisah at -438.55, 379.71, 654.17 .
Now you have to collect four different components. These are found as follows:

Mercury is in The Hole at -71.42, -80.71, -1034.78 . You need to kill 8 flowing mercury for uncommon updates. They are down below the elevator.
Head to the Erudin Research Halls (get there by taking the temporal guide to Quel'ule, then the Marred Plateau and then the temporal pathfinder to the Erudin Research Halls) and kill V'lad Olkeen for your update.
The Mindflow Crystal is in Demitrik's Bastion. Clicky update at -211.99, -37.97, 138.97 . You need to kill the first named to activate the ladder and teleporter.
Hail Delahnus the Dauntless in Vasty Deep: The Vestigial Cella for your dragon blood. He spawns as part of the last named fight (Yes, you need to kill the named. You can't just zone in and hail the dragon or mezz the mob. You need to have finished To Speak As A Dragon to talk to him).

Now you have all of those, return to Lama Mukhlisah in Quel'ule at -438.55, 379.71, 654.17 .
She has decided that she will no longer help you. Go and see Sa'ib Waseem in Paineel at 1996.06, -298.99, 3341.14 .
He will ask you to head to Toxxulia's Reach. Go to the launch pad and take the temporal guide to Toxxulia Forest.
Once there, head to Sa'ib Waseem at 618.57, 112.73, 2974.48 and hail Sa'ib Waseem. This will complete the quest.

Once you finish Epic Repercussions, you gain access to the epic weapon rewards off a vendor in the event that you betray.

Sa'ib Waseem, a member of Paineel's Hall of Wizardry, helped me research the act of empowering myself with the arcane powers of my mythical weapon. He provided me with a Fiery Jewel of the Underfoot, which he claims will buy me the knowledge I seek from someone residing in Quel'ule.

Stage 1

I must venture to Quel'ule, a place steeped in acranum power within Odus's Stonebrunt Highlands, in search of someone willing to assist me.

Start:	I am to seek someone in Quel'ule that is willing to help me.
Complete:	Lama Mukhlisah in Quel'ule is willing to help me.

Lama Mukhlisah, an arcane researcher in Quel'ule, was persuaded by the Fiery Jewel of the Underfoot and the potential knowledge, to help me in my pursuits.

Stage 2

Lama Mukhlisah, an arcane researcher in Quel'ule, can speak with ancient scholars to learn about transferring an item's power into an individual. She needs many items in order to hold the conversation.

Start:	I am to hunt slitherstrike mambas in hopes of obtaining an unscathed venom sac.
Complete:	I have an unscathed slitherstrike mamba venom sac!

Start:	I am to hunt Stonebrunt scintillas for their glittering particles.
Complete:	I found enough glittering particles to suffice.

Start:	I must harvest the pondweed that grows within Aglthin Pond.
Complete:	I harvested enough Aglthin pondweed for Lama.

I have all of the items Lama Mukhlisah required in order to hold the conversation with the ancient scholars.

Stage 3

Lama Mukhlisah, an arcane researcher in Quel'ule, is planning to speak with ancient scholars to learn about transferring an item's power into an individual.

Start:	I must return to Lama Mukhlisah. She awaits my arrival behind the Mausoleum of Scholars.
Complete:	Lama raised an erudite scholar from the dead in order to gain information from him.

Start:	I should speak with Lama Mukhlisah to find out what she learned from the risen scholar.
Complete:	Lama learned from the risen scholar that this has been studied before.

Lama Mukhlisah, an arcane researcher in Quel'ule, learned from the risen scholar that transferring an item's power into an individual has been studied previously!

Stage 4

Back in the grand days of Erudin, a magician named Reba Garus, a member of the Erudin mage council known as the Gate Callers, studied transference of an item's power into an individual. If there are any notes or records of it, it is to be found in the Erudin Library.

Start:	I am to seek out a book about spell transference within Erudin's great library.
Complete:	I found the book, "A study in Spell Transference Lacking Degradation."

Start:	I should return to Lama Mukhlisah in Quel'ule.
Complete:	I spoke with Lama Mukhlisah, once more.

I presented Lama Mukhlisah with the book, "A study in Spell Transference Lacking Degradation" by Mistress Reba Garus.

Stage 5

Lama Mukhlisah found Mistress Reba Garus’s book on spell transference very illuminating! She has sent me out to find some very potent and dangerous items required to perform the spell transference.

Start:	The flowing mercury within The Hole should contain the ensorcelled mercury the spell requires.
Complete:	I have enough ensorcelled mercury.

Start:	Erudin Loyalists within the Erudin Arcane Research Halls have been known to carry Erud Binding Powder.
Complete:	V'lad Olkeen had the Erud Binding Powder!

Start:	Somewhere deep within Odus I am to obtain a mindflow crystal.
Complete:	I found a mindflow crystal within Demitrik's Bastion!

Start:	Somehow, I must convince a dragon to part with their blood of their own choice.
Complete:	Delahnus the Dauntless presented me with some of her own blood, willingly.

Against all odds, I have successfully obtained all of the rare and potent items required to perform the spell transference.

Stage 6

Lama Mukhlisah, an arcane researcher in Quel'ule, awaits my return so that we can perform the spell transference.

Start:	I should return to Lama Mukhlisah in Quel'ule.
Complete:	I returned to Lama Mukhlisah with all of the spell reagents, but she is no longer able to assist me.

Lama Mukhlisah, an arcane researcher in Quel'ule, was ordered to stop assisting me by her superior, Administrator Badirasmi.

Stage 7

Thankfully, even though Lama was told she could no longer aid in my pursuits, she did allow me to take all of the spell components and knowledge on the subject that we had gathered, so far.

Start:	I must find someone who is willing and able to cast the spell to empower myself with the mythical weapon's power.
Complete:	I returned to Sa'ib Waseem and presented him with all of the items I had gained for the spell.

Start:	Sa'ib Waseem told me to meet him in his place of solitude, a hut near Toxxulia's Reach, with my mythical in hand.
Complete:	Sa'ib Waseem successfully cast the spell!

Sa'ib Waseem successfully performed the spell which empowered me with the arcane powers of my mythical weapon!

Lama Mukhlisah, an arcane researcher in Quel'ule, was able to provide me with the necessary knowledge and spell components while Sa'ib Waseem, a member of Paineel's Hall of Wizardry, was able to successfully perform the spell which empowered me with the arcane powers of my mythical weapon!
