I farmed a lot for this quest starter, I killed all orcs in the Ruins for days, but actually there are no exiled orcs (you have to kill exiled orcs for the quest), and the devs would never change such a stupid quest, so it is probably out of the game.

This quest can no longer be started in game.This quest is initiated by examining "A Carved Orc Axe". These axes are dropped rarely by Orcs in The Ruins.
Once the quest is initiated you must slay 6 Exiled Orcs in The Ruins. Upon slaying the sixth you will receive an Orcblood Axe.
