There are 2 ways to get to Outrider Kelgyn. One is to go up the trail, avoiding all the wandering heroic mobs that will kill you in a single hit. The other is to go down to the water near the fishmen, to a huge rock bridge that touches the water at 606,-117,732 . This rock bridge will bring you up to the road to Bathezid's Watch very near where Kelgyn stands. This is, of course, also the easiest path back down to the fishmen!

Kill 15 of the Yha-Lei fishmen to earn a small amount of trust from Bathezid's Watch.

Because killing the fishmen also gives faction with Bathezid's Watch, you should already be non-KOS to the Sarnak by the time you bag 15, making the return trip alot easaier!
