This quest is initiated by examining the item of the same name. This item is occasionally given as a reward for examining a Scrying Stone inside of the lights in that randomly appear in Everfrost (and other zones).

Once you examine this item you will have 5 minutes to kill 20 Bixie type mobs. The only place you'll be able to find that many bixies is in the Tower of the Drafling. This is an access quest zone. (see related quests)
