This is the fifth Frost Covered Plaque/Statue quest in Permafrost. You must have completed the previous five to receive it. (see related quests). You get this one by clicking on the frost covered plaque at 181, 3, -485 .

You must slay 15 Kromise Deacon Watchmen in Everfrost. The reward is coin and experience, as well as opening the Victor or Victim quest.

Kromise Deacon Watchmen are located in lower level easily reached by goin down well.

The reward for these quests is actually 6g 72s around the board. The Watchmen are in the downstairs area of the dungeon, and can be reached either through the corridors near the Vox pedastel or by dropping down the hole where the stove is.
