The quest steps given are in Antonica. The quest is in sinking sands in the Clefts of Rujark. This one needs a rewrite.

Figured it out. There used to be a quest called "Freedom" in Antonica, which is obsolete. Found the wiki record for "Freedom!" in Clefts and I'm moving it. Thanks!

Been hunting this for over two years. Killing Caltorsites, sogbones and the ones around Varsoon's tomb. Have never seen it drop.

I got the Chained bundle from Caltorsites near their ruins. I killed Darkclaw crabs for the second step.

Shanrazad can be found on the third floor of the Clefts of Rujark at -181.19, 48.81, 25.93 . He will ask you to kill Ambassador Vuzur the Blackened to free him.

Ambassador Vuzur the Blackened is an Epic x 2 Orc who spawns when the three Adepts in the room next to Shazrazad are killed.

Kill the Ambassador and then return to Shanrazad for your reward.

The djinn Shazrazad is trapped in a binding circle controlled by the Crushbone sorcerer Vuzur the Blackened. Shanrazad pleaded with you to kill the orc and free him.

Stage 1

Kill Ambassador Vuzur the Blackened.

Start:	Take the Charm of Binding to Shanrazad.
Complete:	I have killed Vuzur the Blackened and took the Charm of Binding.

I have killed Vuzur the Blackened and took the Charm of Binding from his body.

Stage 2

Return to Shanrazad and give the Charm of Binding to him.

Start:	Return to Shanrazad.
Complete:	I freed Shanrazad and he gave me a nice reward.

I freed the bound djinn Shanrazad and he rewarded me for aiding him.

The Crushbone sorcerer, Vuzur the Blackened, is dead. The bound djinn Shanrazad was overjoyed that I helped free him and he gave me a nice reward.
