YES, you MUST kill (the named) Oak Matriarch to complete the quest.
Right after you killed her you get (instantly) your Peachekeeper.
It's the last step of the quest.
And, exactly, those 6 oak maidens are the place-holders.

This quest is triggered by examining "a discarded hammerhead".
- Harvest 20 wood from corrupted arbors
- I should kill the root horrors that lurk within the charred forest to find some golden leaf.
- a bramble beast and a withered bramble give the update
- I found these at (-298, 10, 310) & (-410, -0, 237). Most of these in the area are heroic, but if you look around you can find non-heroic ones.
- I need to kill the Oak Matriarch to find a magical etching tool.
- The 6 oak maidens are her placeholder.
The quest completes as soon as you kill the Matriarch.
