The quest is found deep within Varsoon, but there are no guards nearby. Go back to the front half of Varsoon to find the guards. They're skeletons in the jail areas.

This quest is initiated by examining a book on the left shelf of the middle part of the Workshop of the Enchanter in the Ruins of Varsoon at 252, -305, 131 .
