I don't know if this happens with everyone, but when I went there, the warden was sleeeping. i was able to lift the journal without killing him.
I did kill him after lifting the journal cause he's lvl 14 and I got my Adept1 lvl of Feign Death from it...but you don't have to kill him to complete the quest.

Go to the dock on the eastern gnoll isle (Qeynos Shepherd's Isle) and find a shipping manifest.
- I need to acquire the shipping document from the gnoll dock guard.
- Swim to the east side of the isle to find the dock, at -49,37,1056 , without having to fight the whole island.
- Kill the dankfur dock warden.
- Get a gnoll shipping manifest that the warden dropped.
- Return to Tyllia Navar.
