This quest is given by Deputy Kegie in The Enchanted Lands at -207.41, 0.40, -353.70 after you complete the "Halt, Who Goes There?" quest. You must visit a few spots in the Enchanted Lands.

First you must visit the bar at the docks. Then return to Deputy Kegie.

You then must visit the :Halfling Lookout Post in the Enchanted Lands at 316.7, 2.35, -376.55 and interact with the barrels there. When you do this a level 33 Jum Jum Thief will spawn. Kill him.

After killing him return to Deputy Kegie for your reward.
