Faction can be at amiable. I believe you just have to finish the Seeress' quest first. To do hers you have to be amiable.

To start this quest you must get enough faction with The Lyrech.
This can be done by killing vampires in Mistmoore Catacombs, it is reported 1000 faction is enough.

(1) Talk to Ormanthus in Loping Plains at 30, 30, -129 during the day.

(2) Go to the small wooded area around 210, 93, 100 .
Kill 6 Ahroun blackclaws, 6 Ahroun blackstalkers and the rare named wanderer Vysra the Ever-Hungry who spawns at 220, 90, 91 .

(3) Return to Ormanthus for your reward.

Note: the named is super rare, took my group about 3 hours of camping to spawn it. On a 15-25 min timer

The Lyrech are fiercely opposed to Mistmoore and do everything in their power to stay independent. Ormanthus, leader of this clan, asked for my help in showing Mistmoore that they aren't intimidated by his threats or his groveling lap dogs, the Ahroun. As a display of this power, I offered to bring back the head of the pack leader of the rival clan loyal to Lord Mistmoore. Kill six Ahroun blackclaws, Ahroun blackstalkers and Vysra the Ever-Hungry.

Stage 1

Slay the Ahroun werewolves and take the head of their leader, Vysra the Ever-Hungry.

Start:	Slay Vysra the Ever-Hungry
Complete:	Vysra Slain.

Start:	Slay 6 Ahroun blackclaw werewolves.
Complete:	Slain 6 Ahroun blackclaws.

Start:	Slay 6 Ahroun blackstalker werewolves.
Complete:	Slain 6 Ahroun blackstalkers.

I have slain the werewolves of the Ahroun clan and taken the head of their leader, Vysra the Ever-Hungry.

Stage 2

Return to Ormanthus with the head of Vysra the Ever-Hungry.

Start:	Return to Ormanthus.
Complete:	Returned to Ormanthus.

I have returned to Ormanthus with the head of Vysra the Ever-Hungry.

I have slain many Ahroun werewolves and taken the head of Vysra the Ever-Hungry for Ormanthus. This should be a clear sign to Lord Mistmoore that the Lyrech are not to be trifled with.
