Yes, it's tagged as obsolete (that italicized text at the bottom of the entry).

Though she speaks about the dyes when you hail her she doesn't give the quest.

So looks like it was removed.

The poison shop is called The Herb Jar for those that use waypoints (Alt+W).

Just did this quest and in addition to the exp and coin I also received the following:

+1 power
Armor Class 7 (10 at level 14)

Maybe it will be easier to find Khalil`Mun than Khalil'Mun with the "find NPC" ;)
