The stone loc was different from the posted loc's above, not much, but some. Was actually outside the ring which gives the Constructs kill quest, around the lizardmen camp at -713, 830 this time. Slightly random area pop maybe.

quest giver is wrong, it is given by vashazdar manoisti as is the quest hand of war, eye of fear, gretchen sends you to talk to vash to start the hand of war quest.

It is the upright stone to the right of the enclosed area that the other stone is in. Along from the small open doorway.

I got a quest to kill 20 constructs from that stone but it won't fullfil this quest the stone was large and triangular. Is there another stone there that I'm missing?

Actual position of the glowing stone is -707, 825. This is also called the Ruins of Thule.
