Smugglers' Secrets  

As of which game update exactly this quest was changed I am uncertain; However, today while running through some quests with one of my alts I did this quest from start to completion. (03/31/2009) The first of the changes is that upon receiving this quest now Tiff Squeelunkle (checked in game like 3 mins before this post the actual name of the npc that you get this quest from is Tiff Squeelunkle not Squeeluncle) gives you the 'a courier costume' upon talking to her when you get the quest. (it is no-trade, no-value, no-zone). You no longer need to kill the messenger to get it. In fact I am fairly certain that even if you have this quest and kill the messenger that you will not get 'a courier costume'.

The documents you will receive fron the two you eavesdrop on are magicly sealed. After returning to Tiff you are told to meet the contact at Pride Lake wearing the disguise. "a mysterious contact" will spawn on the South side of the river, where it meets the lake (438,-45,-369). You then return to Tiff.
