Karg seems to be working now. The people in my group yesterday who had completed the access quest received a new quest off him (which was completed by continuing to talk to him).
Quest was level 45 and called Karg's Gratitude. Reward was:
Halasian Medallion: 15 sta, 35 hp, 25 power, 440 vs cold
