She is non-aggro when you enter the zone.

For easymode zone, use the Mystic Channeling Crystal received by Sherra for Tending to Toxxicology quest in Paineel. This will make Toxxulia leave the zone.

For the hardmode zone, just don't use the crystal and Toxxulia will aggro your raid once Zaos and Tuluun are dead. That mean that you'll have to fight both Vuulan and Toxxulia at the same time.
