Verified correct, it took more then half an hour to get them to spawn but they did eventually.

The tormentors spawn after you wipe out the gnolls around a gnoll camp tent. Pick a tent near the BB entrance.

Spawns when a tent of gnolls is wiped. Also found around Revyl Kylar, southwest of The Keep of the Ardent Needle (see Rescue Revyl Kylar).
