I was persistent and hailed him several times before he gave me the quest. I made sure I looked up also, don't know if that helped me or if it was the multiple hails.

You have to actually look up at him with your character when you hail him to get him to talk.

Obsid is on a timer spawn. You have to do nothing to make him spawn

this may or may not be the answer your looking for, but i was running through the giant field the other day and i only noticed one giant that was still green to me at 33 , it was a firerock goliath, i thought it was kinda odd so I killed him thinking he may be a ph for someone or something to that effect, and sure enough Obsid spawned right after i killed him, maybe a coinncedence may not, its worth a try.

u just have to wait on obsid, i believe he may be on a timer but dont know how long... just have to wait him out

Grr... That is the question I was hoping to get answered. When I asked people in game, I got many different answers from "random" to "Ya have to kill everything in the Goliath field a few times before he'll pop." In other words, they didn't know either...

All I have left for PGT is talk to Obsid, Kill Octogorgon, and see Obsid again.
