Yes evil side can do this quest.

Also the loc is a bit off, the loc above is pointing to the broker beside him. 134.99, 111.50, 98.49
This loc is more accurate.

I don't recall the name of the quest, but he starts the HQ for the Dwarven Ringmail. Just keep talking to him until you can ask him about the Erolossi Sisters, follow the conversation, then ask if there's anything you can do to help.
