Found at 6, -91, -892 within Camp D'Sas in The Sinking Sands. To receive his quests you must have at least +10,000 faction with The Court of the Blades, The Court of the Coin or The Court of Truth, but not more than +40,000 faction. Completing any of his quests will raise your faction with the respective court and lower the other two court factions.
