As of 12/15/06 Monsoon's haste effect and FBSS haste effects DON'T STACK! The FBSS effect prevail, that makes Monsoon darn useless, as a combination of FBSS + 2h pristine imbued ebon sword or axe is a way better. I use PGT + pristine imbued ebon falcion +FBSS in DPS mode, in addition to faster haste than Monsoon and more DPS that gives me 2 more effects - Might of the Land from PGT and Gleaming Strike.

The rewards are still treasured not fabled.
There are better swords out there but this one is excellent and easy to get. It's as good as most legendary swords in this level. Only fables are better.

Cronnos's posted stats are the correct ones as the sword no longer grows to meet lvls, 10% haste on this sword.
Also to my knowledge this and all rewards from the heart of fear quest have been changed to fabled.

It's not legendary though , Does it work against epic mobs?

The haste does stack with FBSS, and other haste items such as the ancient slayer rings.

does anyone know if the haste from the sword stacks with the FBSS haste?

This sword freakin rocks... ***** the Ebbc this is the way to go until I get a prismatic weapon

thats funny, i have this sword and the stats of them : +10sta, +23str, +42hp, +44power and the proc is perma like the fbss, its not 7% its 10% !!

Just confirmed that this item is one of the quest rewards for "The Heart Of Fear" quest in Cazic-Thule.
The proc gives 7% haste.
