Aye, this is a fairly common drop from Slasher of Souls, final mob in the triggered ring event in Halls of rites. Seems to be some description on the proc posted here, it's not the right one for this weapon, the proc is a simple DD hit, nothing more. Does pretty nice damage tho ;)

This was a chest drop off of a named at the end of a ring event midway down in Sanctum of the Scaleborn. If anyone is wondering, this proc reads as 559 damage as a level 65 Paladin. Sorry, I didn't look at my intelligence at the time, but that gives you an idea of its' power. The sword not only is cool, it looks cool. It is a large black katana with hints of red throughout it. The hilt of the sword has a dragon/serpents’ head at the end.
