It looks like when SOE revamped the HQ rewards, they missed one. The stats on this item are terrible for a legendary HQ reward of its level, especially considering there is no proc.

Dmg will be based off the characters level and strength when they take the Pic so its going to be different for everyone.

The actual damage done by the weapon is a calculation that uses stats as a modifier to the base damage. For each player the damage will be different based on stats.

Actually its 21-63 at level 50, with base damage as 10-29.
