This item is a weekly reward for actively participating in a quest on SOE's Fortune League application on Facebook. To actively participate in a quest, you must complete at least one trade of a hero who has earned points that week.

When claimed you can examine it in your inventory and it will give a certain amount of Alternate Advancement (AA) experience. For a character with 214 AAs it gave 31% AA experience.
